Hoãn kiểm soát chất lượng sợi polyester thêm 6 tháng
Thông báo được đưa ra cho biết việc thực hiện Lệnh kiểm soát chất lượng (QCO) của Cục Tiêu chuẩn Ấn Độ (BIS) đối với sợi polyester sẽ bị hoãn thêm 6 tháng sau cuộc họp giữa đại diện ngành dệt và Bộ trưởng Bộ Y tế Liên minh, ông Mansukh Mandaviya. Ban đầu, QCO dự kiến sẽ có hiệu lực từ ngày 3 tháng 7.
Ông Ashok Jirawala, chủ tịch Liên đoàn Hiệp hội Phúc lợi doanh nghiệp dệt Gujarat (FOGWWA) xác nhận đại diện ngành dệt đã trình bày tình hình này với chính phủ tại Delhi. Trong cuộc họp với Bộ trưởng Liên minh, họ đã được thông báo việc thực hiện QCO sẽ bị hoãn lại trong 6 tháng. Jirawala cũng nói thêm là Bộ trưởng đã cam kết rằng những doanh nghiệp dệt sẽ được hỏi ý kiến trước mọi quyết định liên quan đến QCO trong tương lai.
Trước cuộc họp, một số hiệp hội và tổ chức ngành đã gửi khoảng 20.000 email phản đối QCO đến Bộ. Các doanh nghiệp dệt đã bày tỏ lo ngại về tác động tiềm ẩn tiêu cực của QCO đối với nguồn cung sợi polyester. Lo ngại rằng QCO có thể làm giảm nguồn cung sợi polyester, những doanh nghiệp dệt trong thành phố sử dụng khoảng 80.000 tấn sợi polyester mỗi tháng thông qua 50.000 đơn vị dệt.
Cùng với FOGWWA, Liên đoàn Công nghiệp Dệt lụa Nghệ thuật Ấn Độ (FIASWI) cũng đóng vai trò hàng đầu trong việc bày tỏ lo ngại về tác động bất lợi của QCO. Trong một bức thư, ông Bharat Gandhi, chủ tịch FIASWI, nhấn mạnh rằng không nên sử dụng QCO để cản trở thương mại hoặc hạn chế quyền tiếp cận sợi chất lượng quốc tế với giá cạnh tranh.
Nguyên nhân lo lắng của các doanh nghiệp dệt bắt nguồn từ việc hiện tại không có sợi polyester nước ngoài nào có chứng chỉ từ Cục Tiêu chuẩn Ấn Độ (BIS). Họ lo sợ rằng các nhà sản xuất sợi polyester trong nước có thể lợi dụng tình hình này để tăng giá sợi.

Quality control on polyester yarn postponed for another six months
BIS Quality Control Order (QCO) gets an extension of six months, after a representation of the city’s weaving industry met the Union minister for health, Mansukh Mandaviya on Friday.
The QCO was supposed to come into effect from July 3.
“Weaving industry representatives made representations to the government in Delhi and were assured by the Union minister that QCO implementation will be extended for six months,” said Ashok Jirawala, Federation of Gujarat Weaver’s Welfare Association (FOGWWA).
He also assured us that weavers will be taken into confidence for any future decision relatiing to QCO, Jirawala added.
Earlier, around 20,000 mails had been sent by various associations and industrial socities against the QCO to the ministry.
Weaver are afraid that QCOs may have a negative impact on supply of polyester yarn that makes for around 80,000 tonne per month in the city’s weaving industry and in 50,000 weaving units.
Along with FOGWWA, Federation of Indian Art Silk Weaving Industry (FIASWI) took a lead in raising concerns about the negative impact of QCO on Thursday.
In his letter, Bharat Gandhi, chairman of FIASWI said, “QCO should not be used as a trade bearer and should not restrict our right to have international quality of yarn at international competitive price.”
The QCO is a matter of concern for the weavers as no foreign polyester yarn holds BIS certificate. They fear local polyester yarn manufacturers, taking advantage of the situation, may increase the prices of yarn further.
